Machine safety & CE: from risk assessment to declaration of conformity

I prepare the safety documentation for new and modified machines, in line with the EU Machinery Regulation that applies from 20 January 2027. Site survey in Vienna, Lower Austria, Burgenland and throughout Austria, write-up in Neusiedl am See.

When the documentation lags behind the machine

A machine has been built or modified, but the risk assessment is missing or out of date. The performance level of the safety functions has not been verified. The instructions still describe the old state.

Without these documents, conformity cannot be demonstrated – neither for the declaration of conformity nor for the CE marking. Anyone who substantially modifies a machine takes on these manufacturer obligations themselves.

What I take on for you

  • Risk assessment to EN ISO 12100

Define limits, identify hazards, estimate risks, derive measures – for new and existing machines.

  • Safety concept and PL verification

Determine the PLr for each safety function and verify the achieved PL to EN ISO 13849-1.

  • Assessing “substantial modification”

Checking whether a modification makes you the manufacturer.

  • Electrical equipment

Assessment to EN 60204-1, for example emergency stop, control circuits and protective measures.

  • Instructions for use

To the requirements of the Machinery Regulation, digital if you wish.

  • Technical documentation and declarations

Compiling the technical file, drafting the EU declaration of conformity; for partly completed machinery the declaration of incorporation.

Standards and basis

Standards
EN ISO 12100 (risk assessment), EN ISO 13849-1 and -2 (safety functions and validation), EN 60204-1 (electrical equipment).
Tool
PL verification with SISTEMA.
Legal basis
Machinery Directive 2006/42/EC, from 20 January 2027 the Machinery Regulation (EU) 2023/1230.
Safety technology from practice
Pilz, Sick and Leuze, from safety relays to light curtains.
Typical cases
single machines, integrated lines and modified existing machines.

How a project runs

  1. Initial call

You describe the machine, the modification and the documents you have. I tell you what is needed.

  2. Site survey

In the Machinery Regulation Check (from €890 net) I record hazards and safety functions. Then a fixed price; if you place the order, the check is credited.

  3. Write-up

Risk assessment, PL verification and instructions are prepared in the office, questions by email or video.

  4. Handover

You receive all documents digitally, plus a list of measures if retrofits are needed.

From practice

Automatic test station for filling valves, 3D model from my master craftsman project

Automatic test station for filling valves

For my master craftsman project in 2025 I prepared the complete CE documentation: risk assessment, instructions for use, EU declaration of conformity. The safety technology (Pilz safety relay, emergency stop, pressure relief) follows from the risk assessment.

Frequently asked questions

Does an old machine need a new CE marking?

Only if it has been substantially modified. Then the manufacturer obligations apply to the modified machine, including conformity assessment and CE marking. Without a substantial modification no new marking is needed; for operation in Austria the Employee Protection Act (ASchG) and the Work Equipment Ordinance (AM-VO) apply.

What is the difference between PLr and PL?

The PLr is the required performance level that the risk assessment demands for a safety function. The PL is what the control system as built actually achieves. The verification shows that the achieved PL is at least as high as the PLr.

Do you sign the declaration of conformity?

No. The EU declaration of conformity is signed by the manufacturer, meaning whoever places the machine on the market or substantially modifies it. I prepare the documents on which it is based.
